North Richmond Annexation

The City of Richmond & Contra Costa County commissioned a jointly-funded service plan and fiscal analysis study regarding the possible annexation of unincorporated North Richmond to the City of Richmond.

North Richmond is an unincorporated community located on the west edge of Contra Costa County between the City of San Pablo and the San Pablo Bay. It is almost entirely surrounded by the municipal boundaries of the City of Richmond.

Unincorporated North Richmond consists of approximately 900 acres of flat bayside land with the lower reaches of two drainages, Wildcat Creek and San Pablo Creek, traversing the area. The area north of Wildcat Creek consists primarily of industrial-related uses. The area south of Wildcat Creek is occupied, for the most part, by the North Richmond residential community of approximately 765 mostly single family residences in a conventional grid pattern. According to the 2010 U.S. Census, there are 3,717 residents in unincorporated North Richmond.

Community Meetings:

The City and County invite interested stakeholders to a series of community meetings to receive a presentation on the study, ask questions and provide feedback about the jointly-funded study regarding the possible annexation of unincorporated North Richmond to the City of Richmond.
