Enrollment and Noticing Requirements
Landlords and owners of residential Rental Units located within the City of Richmond must enroll all Rental Units with the Rent Program.
The simplest way to complete the Rent Program Enrollment Form is to submit the online form on the Forms page: Rent Program Forms.
In accordance with Rent Board Regulation 17-10, Landlords are required to file a copy of all rental increase notices, change of terms of tenancy and tenancy termination notices with the Rent Board within two business days after serving the Tenant the notice. Proof of service with time and date of service must be included with the notice filed with the City (RMC 11.100.060(s)). Enrollment with the Richmond Rent Program requires fees including but not limited to an enrollment fee, business license, and rental inspection program compliance. Please visit the Fees page for more information: Rent Program Fees.
The most money that can be charged to a tenant each year, including the base rent and properly-noticed CPI adjustments. Landlords and tenants may petition the Rent Board for an upward or downward adjustment of the Maximum Allowable Rent based on changes to the property, conditions, etc.
